Basically the belief is that true paper-based (receipt-based) balloting is the *best* way to go for fair elections.

No, they are not being used in Utah. Utah is using punch card systems and we are trying to keep it that way until the 2006 election. Utah has had low error rates using its punch cards because it tests its ballot definitions, inspection and cleaning of ballots prior to counting, and routine cleaning and emptying of its punch card machines.
Utah may be the first state to implement state-wide open source voting systems with voter verified paper ballots using the Open Voting Consortium system (http://openvotingconsortium.org) if we succeed. We have the help of our computer science community, including Bringham Young University professor Phillip Windley who was Utah's Former CIO under Governor Mike Leavitt. (see http://utahcountvotes.org) and Utah politicians of both parties are speaking out in favor of delaying the purchase of voting machines.
